Flyovers Need Advance Notice, City Manager’s Letter Says

Newport Beach officials believe military flyover tributes should be noticed in advance, and they have sent a letter to a U.S. congressman to try to make that happen.

The April 10 letter, signed by City Manager Dave Kiff, was in response to a flyover that was part of a memorial service for John Francis (Jack) Callahan, a war hero who died this winter at age 94.

“The jets flew low and were, of course, loud,” the letter states. “A number of our residents (including Mayor Nancy Gardner and myself) were startled. I immediately assumed that the jets were on a defensive mission along our coastline.”

The police department’s dispatch units, and possibly officials at John Wayne airport, also were unaware of the flyover, Kiff’s letter states.

“So when residents contacted us for answers and assurance, we didn’t have any,” he wrote.

“There’s no questions this was a fitting tribute to a decorated, naval aviator and I understand that those attending the funeral were quite moved by the honor,” he wrote. “I would have been as well…Newport Beach is a community that is very proud and supportive of the men and women in the U.S. military and would not hinder any effort to honor their service to our country. Our goal is to respectfully request advanced notice if and when a ceremonial flyover is planned.”

City staff research has indicated that the request would need to be made to the U.S. Navy, and the letter asks for Rep. Campbell to help with that.

The flyover occurred about 6 p.m. March 24 when four F-18s from the Miramar Naval Air Station flew from the south in formation until one peeled away in a missing-man tribute. The jets were followed by two World War II T-6s that circled several times.

Callahan’s memorial was held at the Balboa Yacht Club, and many of the 125 attendees were moved to tears, said Bob Callahan, Callahan’s son.

The city has not yet received a response from Campbell’s office, said Tara Finnigan, a Newport Beach city spokeswoman.

Many thanks to Dave Kiff for his respectful, informative request. Many , many residents were indeed alarmed by this fly over and while we understand the sentiment, there must be some consideration for coastal residents unaware of the activity. I had not considered John Wayne airport and the effect that could have had on air traffic.

What a wonderful tribute and exceptionally well done flyover. I was in the Harbor and moved by the maveuver even though we did not know the details. How ridiculous to get prior approval for a flyover. Too much government regulation and Mr. Kiff is not doing us any favors with his request. The city council members and mayor already have too control over this city.

Really, is CDM under attack? People really need to accept reality and stop thinking that the world is coming to an end. Question: what you are going do any different if it is a tribute or a defensely move? Answer: nothing.

Thanks Dave, we all respect our war heroes but it was indeed upsetting that afternoon to many CDM residents. It did sound a plan was crashing not honoring someone.

I live near NHHS and ran out of my house thinking there was a plane crash. Mr. Kiff did the right thing (his letter was much kinder than I would have written). I don't know why the family didn't tell the city or put it in the paper so that everyone could have enjoyed the flyover. It is as if they wanted a private party in our air space.

Advance notice of major (loud) flyovers should have reasonable notice, perhaps in the newspaper. What would be nice is at the same time if something could be done about the regular jets that are flying over Corona del Mar constantly. I was walking home from Albertsons the other day and I swear there was a jet taking off almost overhead, and if it turned 10 feet past the jetty I'll have my eyes checked.

We live very close to the water -- my husband ran out of the house with our daughter to see the fantastic planes. He wondered why one plane cut off over the ocean; our daughter asked all kinds of questions. We looked it up on the Internet and it was a learning opportunity. The adjective my husband used was EXHILARATING. What has happened to our citizens? Our liberal government is brainwashing the fools out there that 'everything needs to be controlled'. Have you ever considered not being scared of everything? Perhaps having some wonderment, some spirit, in your lives? Relax everybody.... take a deep breath. What a stupid waste of time and money getting the bureaucracy involved. Act like adults and raise your children to have self-responsibility and not be scared mouses. I say grow up and NO ADVANCE NOTICE of a flyover that happens once in a blue moon.
