In observance of Independence Day, the following will take effect:
*The Newport Beach Public Library (all branches) will be closed July 3 and 4.
* Refuse collection will maintain regular schedule this week and next.
* City Hall will be closed July 3.
* There will be no street sweeping on July 3.
