A “strange red glow” that bothered Harbor View neighbors has been fixed, according to the June newsletter for the Newport Beach Civic Center construction project.
“It turned out to be the new LED traffic signal lights for the Civic Center entrance at Farallon were shining across to the neighborhood,” the newsletter states. Traffic engineers added custom louvers to the lights, solving the project, the newsletter states.
The newsletter also states that the Central Library book drop box on Avocado Avenue will be temporarily closed while a bio swale and other utility improvements are added. A bio swale is “an environmentally friendly way to collect and treat storm and surface flows as it runs off from the Civic Center campus,” the newsletter states.
The Orange County Transit Authority has suspended service at the bus stop there, and the library customers are asked to use the book return boxes in front of the Central Library. The work in that area is expected to continue for several months.

The Civic Center project includes an 16-acre park with a dog park, a 17,000-square-foot library expansion, a 450-space parking structure, an emergency readiness center, a Council Chambers with seating for 150 people and more. Construction began in May 2010.
